The Baix Llobregat

The Baix Llobregat is an administrative area located within the Metropolitan Region of Barcelona. It is the area with the third largest population in Catalonia. It is made up of 30 municipalities, covers a total area of 486.5 km2 and had a population of 741,024 in 2004. Its population density of 1525 inhabitants/km2 is the second highest in Catalonia after that of the Barcelonès area, which is the administrative area that includes the city of Barcelona.

Given their proximity to Barcelona, some of the municipalities in the Baix Llobregat form part of the metropolitan area, also known as the "inner ring" (which includes Castelldefels); the rest of the area forms part of the metropolitan region or "outer ring". Figures for economic growth in the district have surpassed those of Catalonia and the Metropolitan Region over the last few years, which makes the Baix Llobregat fastest growing area in Catalonia.



In recent decades, the economy and the main sectors of the labour market in Baix Llobregat has undergone profound changes. These changes should be considered as part of the processes that have affected most countries with advanced capitalist economies as the result of the so-called information society and the wider phenomenon of globalisation.

Levels of economic activity, employment and unemployment in the Baix Llobregat, like those of Catalonia and Spain, have moved steadily closer to average EU levels. This is a dramatic contrast to the situation during the mid-1980s and early 1990s and has caused considerable transformations in the region.

Although the Baix Llobregat was a predominantly industrial region during the 1980s, with very low levels of economic activity and employment and a very high unemployment rate, since the turn of this century the service sector has become the most important area of the economy. The labour market now bears a greater resemblance to those of the most advanced countries in the European Union.

This is a crucial period for the future development of the Baix Llobregat region as a series of initiatives are currently set in motion in the area of the Llobregat river delta, referred to collectively as the DELTA PLAN.

Thanks to the excellent socio-geographic characteristics of the Llobregat delta area (it is located in the metropolitan area of Barcelona and benefits from extensive communication infrastructures), the various projects outlined in the DELTA PLAN constitute the leading logistics platform in the Mediterranean Arc. The plan combines 15 strategic infrastructure projects in three fields:

Economic infrastructures: the expansion of the Port of Barcelona, the area devoted to logistics activities and the airport 
Communication infrastructures: diversion of the river Llobregat and the construction of access roads
Environmental infrastructures: land planning projects and the recovery and regeneration of coastal and river areas

The projects in the DELTA PLAN will be a major source of economic activity and employment. Over 100,000 temporary jobs will be created and 37,000 jobs will be consolidated in the medium and long term for diploma holders, graduates and specialised workers.
